It looks like the nav server may be having issues again or you are running into an area where the mesh is funky... i can't confirm though as I'm not at my pc with WS installed, just making a guess based off errors I have run into.
It worked on a level 3 human raper from 3-5 once it got past the ship blowing up it stopped working. If I try it on a fresh character or any of my lvl 10-20s it just throws the same error as above.
As the built in questing profiles are no longer being developed, you'll have plenty of navigational issues such as these. There's not much you can do about them, unfortunately.
