You are in the wrong zone (Central Thanalan), when you should be in the Western Thanalan. At least that is what it looks like to me.

"No viable path" errors mean you are in the wrong zone, meaning the XYZ it's trying to navigate to is not found on that specific map. If you look at your quest log, you can usually click on the quest it's trying to do (you can look in the quest details for the NPC name sometimes) and click the Map button and it will show you in-game on your map where you need to be.
