      First of, sorry if I misplaced this thread - didnt know where to put it.

      I've looked in the archives but I dont have the permissions to download older versions. I need one for wow 4.06a (build 13623).

      we dont support private servers and thats why the files are locked

      Well yes and no, since there have been recently a patch, you cannot use older versions. Generally you can only use older versions in between patches.
