Hey guys id like to ask some advice,

i had this HP workstation sitting idle and decided to updated it and use it to run 4 wow and 4 HB.

      Microsoft Windows 7 Ultimate 32-bit SP1
      CPU
      Intel Pentium E5300 @ 2.60GHz 39 ?C
      Wolfdale 45nm
      RAM
      4,00 GB DDR3 @ 398 MHz (6-6-6-15)

      Motherboard Hewlett-Packard 3048h (XU1 PROCESSOR)

      GPU
      ASUS VB195 (1280x1024@60Hz)
      1023 MBGeForce GT 440 (ASUStek Computer Inc) 32 ?C
      Hard Disk
      466 GB Seagate ST3500418AS ATA Device (SATA) 28 ?C

I recently upgraded the GPU and was thinking of adding 8GB of ram (reaching 12) then switching to Windows64bit.

Do you think the CPU can handle 4 bots running?

It might handle 4 bots at a push but I wouldn't spend money on putting 8gb of ram on it or "windows64bit"...
Seriously you won't need that much I barely use 5gb out of 8gb running 3 bots with loads of browser windows open on my main pc.

What is lacking then to run 4 bots smoothly? Maybe should i upgrade the CPU?

Check how much your CPU is at stress while running 4 wows+bots and check your RAM MEMORY too.

If you upgrade the CPU you need to upgrade the MoBo which entails upgrading the RAM too...

Though i could have added just a quadcore CPU of the same family of the Dual Core i had maybe with a higher clock speed.

It's still old tech and how much will that cost you? You need to do a cost efficiency to see what is best.

With 3 WoWs and 3 HBs running CPU usage is around 98/100% and available memory is around 300mb i dont think i can run 4 wow and 4 HBs on this unless i wanna slow the computer and ill every background process.
