Help! Error when loading profiles

I cannot load any profiles, getting the error below no matter what I try to load (Quest profiles, Gather profiles). Did a clean install of HB, same issue. Tried downloading new

The file is not missing. I have opened the file in an editor and its fine. Throws this error no matter what profile/file I try to load. Different subfolders, etc.
