Bot doesnt enter combat in bg unless forced

hi, originally i thought this was a routine issue, but it happened with couple of cr's as well.

my bot would go into the bg, target someone from max distance. sits there doing nothing till i force him to go into combat then he would continue the rotation. im using purerotation and demonic and both give the same results. attached is my log.

 

does it happen with singular?

Edit: for starters instead of targeting balinda from behind the wall and starting at her. it actually started combat. looks positive so far
