Ouch that is unlucky I managed to do all 55 toons via dungeons with HB did one of each class over 5 accounts.
You've likely been reported while questing 1-15, that's the most critical timeframe when levelling a RAF team.
yea i have done almost close to 40+ toons using the dungeon buddy raf... but like he said the most critical time is 1-15 if ANYONE is by you you should just go afk for a while or level when its like 2-5 am in US but once you are in the dungeon lvls you are safer
