Although hard to understand, you're saying why bother creating a Chinese RebornBuddy when there's zero support for it (no plugins/profiles/etc.)? I'm assuming the developer is hoping once he translates the bot others will create all that for him. Whether that's going to happen or not remains to be seen. I seriously doubt they'll take any of their revenue and invest it in devs to create plugins and what not as not even the US has that. The Buddy team are a business, and honestly the CN version probably exists solely because they're hoping to cash in on that new market. If you think the bot isn't up to snuff look into other bots (if there are any for the CN version) in the meantime.
Maybe he's saying he wants a guide (in Chinese) on how to use the bot and what each plugin is for? Although I'm sure a dual-speaker will come along eventually to help with that. The CN version JUST came out after all.
