First, try: Problems with a new install of a Buddy product? Try the Buddy Dependency Wizard! If it still doesn't work, make sure the file is not blocked in windows: Check the "Logs" folder to see if there are any files created. If it still doesn't run, someone who can offer TV help from Support will need to assist you.
I did what you suggested. After running buddywizard and seeing the message, I tried again, still nothing. No log folder. Only bots, plugins, routines folder.
