   Is there anyway to stop HB from Rearranging the toons bags? Its almost like it is doing the bag clean up. Its annoying as I put things where i remember them.

   Honorbuddy does not rearrange your bags. Most likely you've installed a WoWclient addon that is doing this. Or perhaps, a plugin.
