It was about selling gold for real money...

Doesn't matter what I do, the session didn't even know who I was till after I agreed the ToS and logged in.

Probably just a general change which was made to the ToS. Not seen it and cba to relog right now, but I'm sure everybody got it. They won't pop such things if they know you're selling gold, or botting in general.
Changes to the ToS are not announced, but you will have to re-agree to those after they have been edited/changed in any way

Are you on US or EU, and is your friend EU or US?

Yep, as I said. It even says "The Terms of Use have changed. Please scroll down and review the changes before accepting the agreement" on top.
I've relogged and have not gotten it (logged out completely and logged in again). I only got the ToS thing after I restarted WoW.
      EU btw

I have yet to get one of these weird TOS, but I haven't botted in a while. I'm on US servers

Checked on two accounts and I got the ToS popup on both (I've not botted on one of them, ever). Nothing to worry about.
I've edited my previous post, too.
