They hit all accounts that were not already suspended. Ironically, my suspended accounts were safe. My active and inactive accounts received "Banned" and an "Abuse of Economy" email. I was botting hardcore on multiple servers, and redeemed about $200 worth of tokens over my time. I was left with $40 in bnet balance, that I was able to keep.
