In the Steps of Fate digsite in Uldum, I've watched my toon run around for about 15 minutes now, desperately trying to reach an artifact site on the west end of the digsite, just at the base of the staircase. This has happened twice now. I think there may be an issue where the artifact site is either not listed or does not have a ready path to allow access to that spot.
