While I do not care about HB's downtime and it is expected during patch. Just to educate you a little bit on SLA (service level agreement). In my field (networking) a SLA is taken pretty seriously and companies have very specific data to track downtime and backup their boasted 99.xx% uptime. A 99.9% uptime is equivalent to 8 hours 45 mins of downtime per year. This takes quite a bit of effort to achieve and it is frowned upon when companies just arbitrarily throw out uptime percentages without data.
99% uptime is equivalent to 3 days 15 hours of downtime per year which is probably around where HB is at. While 99% is pretty good for this type of service, a 99.9% is pretty much impossible since HB relies on outside (wow) factors for their "uptime".
Again I personally don't mind what HB says, I know it is a quality service for what we are paying for.

People who need it for raids/rotation have other sources, so no need to rush it.
