No. The game developer continues to ship a 32-bit WoWclient. We've had this discussion many times in the past, and the answer is "no, not until its absolutely needed". Here are two posts to get you started:

It is a full release since it has been confirmed to be working fine in most aspects by several community developers testing the initial internal build.

Builds are marked as a Test Release when we did not have much time to confirm all but most aspects to be working fine.
