A little more information would be good. Is there money involved (or other things)? How extensive is the project? What exactly do you need, code or graphics? I've got extensive php/mysql and design experience, but it depends on the work there needs to be done.

Google "Open Source Web Design" and see if there are any templates that you can use yourself without having to pay anybody.

(note: I've been a freelance web designer for the last 10 years; I just don't see why people pay for something that they could have for free)

Joomla takes time to set up a MySQL DB, DB account etc and then if you want to start using different Extensions too that'll take some time.

And no, time isn't "free" - It just depends how much value you place on your time versus paying someone else to do it. There have been MANY projects I've worked on where I wish I'd outsourced it or given a "per hour" price rather than total. :)
