I only noticed this today due to a Windows 10 crash which reset certain part of my system profile to default. And this popped up.

At first I thought it was a virus, and an inspection turned out that it's actually a scanner.

This file is scanning your system, when you volunteer for beta access to the next Blizzard games etc, you accept its disclaimer before you download it.

If I am not wrong, when it finish the scan, it generate file, which is printed for review by the user, and confirmation before sent to the Blizzard.

Just like the log file from Windows' built-in DxDiag, you are asked to sent to Blizzard when you are calling the support with having hardware problems with running the Blizzard games.

Few weeks ago some geek on the US Forums have uploaded such log file with tons of .NET problems, generated by not-proper installed Honorbuddy. He was hardly trolled on the official forums indeed :D
