Raid Bot heal out of combat

Currently Raid Bot heals only if I target an enemy and is close enough to it.

Is there any way to make Raid Bot top up players while out of combat or targeting tank or something else?

Also priest healer only cast renew on tank. Is this not a good spell for the rest of the group?
