      is it possible if anyone can make a profile to quest for this staff ?
      that would be epic profile if anyone can make it

      I really don't think this is even remotely possible. Most of the quest task occur in a raid setting.

      It is a legendary for a reason. Honestly half the quests are in a raid group environment the other half are some pretty challenging solo quests.

      Tldr version: there will not be and should not be a profile for this.
