Is there a way to turn off pvp, I am on a PVE server and a Lock from the other faction came by. My toon kept trying to attack the imps and looked pretty suspicious. Is there a way to turn off the pvp targeting?

This is an option that needs to be brought up with Routine developers.

So if you're using Singular, there's no way to get this turned off? I keep following around this warlock with an imp, and obviously can't attack it.. It's basically making it so I can't run HB at the moment.

I don't believe this is a CR issue because it happens with any CR I use. I think it's more of an HB issue with targeting. However, since I'm not a developer or coder, I honestly can't say exactly which is causing the issue. I have, though, spoken with a couple of CR developers, and they say that it's on HB's end with the targeting. So, who knows what's causing it? Certainly not I.
