Is this still targeting version 3.5 of the .NET runtimes? I'm getting a yellow exclamation point when I add this version of Honorbuddy.exe as a reference.

Darn. That will require users to locate, download, and successfully install the .Net 4.0 runtime.

It will require developers to update to Visual Studio 2010 or later (Visual Studio 2008 only goes to 3.5).

It will prevent users with the following systems from running it at all:

Windows XP Media Center Edition 2005
Windows XP Media Center Edition 2004
Windows XP Media Center Edition 2002
Windows XP Professional Reduced Media Edition
Windows XP Home Reduced Media Edition
      Windows XP Tablet PC Edition
      Windows XP Starter Edition

Is there a technical reason the 4.0 runtime is being targeted? Is that the DX11 support, or something?
If not, you might want to keep it at 3.5 to avoid those problems listed above.

I believe it was Kick that stated .net 4.0 was going to be needed for the new version last week.

VS2010 is free (and people should be using it over 2008 anyway). So that argument is pretty invalid.

The media edition XP operating systems.... what? Why would you bot on those anyway?

Tablet PC and Starter edition have already lost their official MS support, so we no longer need to support them either.

The change to the 4.0 runtime gives us better performance, nicer API, and being able to stay somewhat current. (Even with .NET 4.5 right around the corner)

Hey, great job to the developers! Think I'll take this opportunity to join the foray and release a few of my personal CC's and plugins. This community can be very daunting at times though.
